JRF commissioned this paper to inform the work of its Housing Market Taskforce, a two-year programme of work aiming to achieve long-term stability in the housing market for vulnerable households.

The paper:

  • examines the housing taxation and subsidy systems in Denmark, Germany, the Netherlands and the USA;
  • makes some comparisons with the UK; and
  • explores connections between these systems and housing market volatility, distribution and choice of tenure and investment.
